1. If you are going to live in a sociologically and ecologically challenged city, you might want to check to make sure the mayor is
a. Aware of the city's own disaster plans
b. In command of the local authorities, e.g. police force
c. In command of all his/her faculties
2. People who insure homes worth more than $250,000 in coastal areas should demonstrate an understanding of the phrase "Flood damage excluded"

You know that flood damage is insured by the government in the US? So og course everyone knows they'll be paid out, no matter how unsafe their homes. There is no competition. So people will go on building their homes under sea level and in flood prone areas and know they'll always get paid.
